This is a new old stock color filter for a 1990-1996 Corvette Instrument Panel. It colors the light behind the LCD panel, and therefore the color around the black information. It also colors the light for the green turn signal indicators, and the blue high beam indicator.

It is common for these to be lost, to char when wrong bulbs are used, and to fade in the sunlight.
